Working Hours:
Working hours for this position consist of a 7.5 hour period during normal office hours exclusive of a 1/2 or 1 hour lunch; specific hours to be agreed upon between the supervisor and employee at the onset of employment.
In addition, the employee may be required to work additional evening or weekend hours and the employee has the option to work these additional hours, in addition to or in lieu of regular hours.
Summary:
The primary responsibility of this position would be to direct the KEYS program grant. This is an on-site grant funded fiscal year interim position. The interim director will manage the execution of all aspects of the program including grant proposal development, implementation of the plan, direct daily operations, staff supervision, monthly reporting, and grant compliance. The interim director will develop and oversee intervention strategies for program student retention and success in accordance with the College’s strategic plan. These strategies will include academic, career, personal and financial literacy guidance. This person will interact with students in individual and group sessions. The interim director will also plan, schedule and implement weekly orientation sessions to the KEYS program to familiarize students with the program requirements and support services.
Essential Duties and Responsibilities:
- Work cooperatively as a member of the Student Affairs division, whose purpose is to provide academic and personal support to KEYS/RACC students. Coordinate additional support services as required by the student to include academic advising, tutoring, mentoring, technical support, and remediation.
- Oversee the annual grant preparation and monthly reporting. Develop and monitor grant budget expenditures. Conduct grant re-budget if needed. Assure compliance with the grant guidelines.
- Develop, direct, schedule, implement, and oversee all aspects of the program to ensure compliance with the grant guidelines. Manage and supervise all full-time and part-time staff.
- Conduct intake interviews with KEYS students referred by the CAO. Maintain a database of KEYS students. Track progress and outcome of student participation (i.e., graduation or termination).
- Oversee the KEYS College Prep Course that provides program students academic instruction prior to starting credit, non-credit or GED/ESL/ABE classes.
- Develop and coordinate workshops and activities for program students that allow program students to remain in compliance with TANF guidelines. Research and facilitate administration of benefits and services available to TANF and SNAP program students.
- Assist program students in resolving compliance-related issues by collaborating with the BCAO.
- Conduct monthly reconciliation of student records to ensure that all students are meeting their mandated participation requirement. Follow up with students who are non-compliant.
- Serve as the lead liaison with the County Assistance Office (CAO) and Bureau of Employment and Training Programs (BETP) concerning the grant and program activities. Attend weekly Direct Support Team (DST) meetings, monthly Local Management Committee (LMC) meetings and State meetings/conferences as required.
- Maintain confidential student files and provide end-of-term progress reports and bi-yearly retention reports to the BCAO and BETP. Collect and process all records and required reports in preparation for state audits and grant reporting requirements.
- Develop and oversee a monitoring system to ensure that the KEYS student is attending classes and maintaining satisfactory academic progress. Provide updates to the BCAO regarding unsatisfactory progress.
- Manage BEP Technical Visits, completing all documents and questionnaires, ensuring that space is reserved, all documents, staff and students are available to the BEP as they perform their evaluation.
- Promote the KEYS Program to the college and the community in order identify eligible students and promote an awareness of program services by hosting information sessions at various community and college events, attending new student orientation, using social media to promote the program, and attending meetings with students, faculty, and staff.
- Responsible for planning and implementing a systematic assessment of programs, services, and activities including student learning outcomes.
- Perform other related duties as assigned.
Supervisory Responsibilities:
Directly supervises full-time and part-time employees in Keys Program. Carries out supervisory responsibilities in accordance with the organization's policies, collective bargaining agreements and applicable laws. Responsibilities include completing justifications for hire, creating job descriptions, resume rubrics, interviewing questions, scheduling interviews, interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; motivating and disciplining employees; addressing complaints, resolving problems, and organize staff development activities for program staff. .

Education and/or Experience:
Required:
- Master’s degree in Social Work, Counseling or Higher Education Administration or closely related field with a minimum of (2) year’s supervisory experience is required.
- At least one year case management or related work with welfare clients is required.
Preferred:
- Minimum of one year experience working with low income, first generation, returning adults/non-traditional students in a college setting is preferred.
- Spanish language speaker is preferred.
Computer Skills:
To perform this job successfully, an individual should have knowledge of Internet software; Spreadsheet software and Word Processing software.

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
