Summary:
Controller serves as the chief accounting officer of the College and is responsible for all financial and accounting record keeping and reporting, budget development and control, and maintenance of internal control systems.
Essential Duties and Responsibilities:
Accounting and Cash Management:
- Responsible for overseeing and directing use of a comprehensive accounting system which will appropriately classify all financial transactions of the College.
- Prepare all financial reports and claims as required and requested.
- Examine and test financial records and evaluates the systems of the organization in order to insure accuracy and reliability of data.
- Examine financial transactions to the extent necessary to provide a satisfactory basis for evaluating compliance with policies, procedures, laws and regulations.
- Serve as main liaison for independent, state and federal audits.
- Manage cash flow to maximize investment income and assure liquidity. Serve as main liaison with financial institutions doing business with the College.
Budget Development and Control:
- Exercise primary responsibility for the control of the College budget within the guidelines and calendar developed by management.
- Prepare budget analyses and studies to assure control of expenditures and receipt of revenues under an approved annual budget.
- Assure expenditures and revenues are in conformity with budget as approved by the Board of Trustees.
- Prepare financial forms, claims, and reports required by Federal and State agencies as they relate to budget issues.
- Perform other duties as may be necessary in order to ensure that deficits are avoided.
Grants:
- Responsible for the review and recommendation to the VP Fiscal and Human Resources all grant proposals for which an agreement is to be entered into with any agency.
- Assure that expenditure of all grants conform to approved grant budgets.
Internal Controls/Audits:
- Prescribe and implement the necessary internal controls and procedures to safeguard the assets of the College.
- Establish clearly defined written internal audit procedures and objectives.
- Develop and maintain an internal audit manual for the College outlining the general scope of audit work to be performed, objectives, and standards of performance measures.
- Supervise the performance of internal audits as needed.
Non-Credit Records:
- Responsible for supervising the management of noncredit records, including registration and cashiering
- Prescribe and implement the necessary procedures to ensure records are accurate in the administrative software system
Supervisory Responsibilities:
Manage a subordinate supervisor in Accounts Receivable (five non-supervisory employees under that manager), providing overall direction, coordination, and evaluation for that unit. Also, directly supervise three non-supervisory employees in Accounts Payable and Accounting. Carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Supervisory responsibilities include interviewing, recommending for hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and/or Experience:
Required:
- Bachelor’s degree with five years minimum management experience required.
- Experience in general accounting and financial reporting.
- Supervisory experience.
Preferred:
- MBA, CPA, and/or CMA preferred.
- Experience in public and private accounting and/or auditing.
- Knowledge of governmental accounting standards.
- Experience in electronic data processing as it pertains to automated accounting and reporting.
- Experience in budget planning, preparation and control.
- Experience in financial forecasting and analysis.
Computer Skills:
To perform this job successfully, an individual should have knowledge of Accounting software; Database software; Internet software; Inventory software; Order processing systems; Payroll systems; Spreadsheet software and Word Processing software.
Other Skills and Abilities:
Strong interpersonal skills that produce effective communication with other College personnel while maintaining a harmonious relationship.
Communication Skills:
Ability to read, analyze and interpret common technical journals, financial reports, and legal documents. Respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Effectively present information to top management, public groups, and/or boards of directors.
Mathematical Skills:
Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Reasoning Ability:
Ability to define problems, collects data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
