Working Hours

Working hours consist of 37.5 hours per week (7.5 hours per day exclusive of a 1/2 or 1 hour lunch), between the hours of 7:30 AM and 5:00 PM. Hours will be agreed upon between the supervisor and the employee at the start of employment.

The employee may be required to work additional evening and weekend hours with the employee having the option to work these additional hours in addition to or in lieu of regular hours.

Summary

The Employee Recruitment & Retention Specialist acts as ambassador to RACC employees and prospective employees, providing information and support services at all stages of the employee life cycle: recruitment, onboarding, orientation, career planning, career development, and transition. The Employee Recruitment & Retention Specialist works with senior management in developing strategies to recruit and retain a strong work force, and promotes RACC as an employer of choice in the community.

Duties & Responsibilities

1.    Work with management to define and implement RACC’s recruiting and staffing strategy.
2.    Research and develop opportunities to recruit, retain, and promote a culturally diverse workforce.
3.    Review, update, classify and reclassify job descriptions for existing and new positions.
4.    Assist in the construction and execution of temporary administrative agreements and process all related forms and notices related to same.
5.    Provide oversight and guidance to the search and selection process for all college vacancies.
6.    Advertise and promote employment opportunities to the internal and external community and coordinate recruiting and hiring functions across the College community via the college website and online job boards.
7.    Assist supervisors in developing temporary staffing strategies to cover extended absences or extended openings of key positions. 
8.    Serve as the primary contact with contracted temporary employee services.
9.    Conduct onboarding interviews of new and transfer employees, process all related forms and notices related to same, and facilitate the issuance of keys, ID cards, parking passes, computer system access, business cards, and other items as required.
10.    Assist supervisors in the orientation of new or transfer employees as requested or required. Develop checklists, tools and other resources to facilitate such orientation.
11.    Work with management to assess and plan developmental opportunities for employees.
12.    Assist interested employees with career pathing. 
13.    Assist management with developing, conducting, tracking, and/or evaluating training or professional development opportunities as requested. 
14.    Coordinate the preparation and processing of employee performance reviews and evaluations.
15.    Develop and conduct “stay” interviews towards the goal of strengthening employee retention strategies.
16.    Conduct offboarding interviews with resigning or retiring employees, tracking reasons for voluntary terminations to inform future HR recruitment strategies. Process all related forms and notices related to same, and facilitate the collection of keys, ID cards, parking passes, computer system access, and other items as required. 
17.    Track and report statistics and other employment-related data on applicants, prospects, and employees to management and outside agencies as directed.
18.    Maintain employee personnel records in accordance with department protocols.
19.    Serve on campus committees as assigned.
20.    Keep current on the Federation Collective Bargaining Unit Agreements and ensure compliance with same college-wide. Notify the Associate VP of Finance & Administration of any instances of non-compliance.
21.    Insure personal and professional growth by keeping current on all legislation regarding EEO/AA and other related human resources guidelines thru active membership in the Society of Human Resources Management (SHRM) and/or other appropriate organizations.
22.    Perform other job-related duties as assigned. 

Supervisory Responsibilities

This position does not have any direct reports, but will be required to provide direction to and assist in   the training of part-time and work-study employees in the Human Resources office.

                   
Qualifications 

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Required Education/Experience                          

1.    Bachelor’s degree required. 
2.    Minimum of two years experience in employee recruiting, training, or employee career coaching      required.

Preferred Education/Experience

1.      Bachelor’s Degree in Business Management, Human Resources or a related field preferred.
2.    Three to five years experience in employee recruiting, training, or employee career coaching preferred.
3.    SHRM-CP or PHR certification preferred.
4.    Bilingual Spanish/English preferred.

Other Skills and Abilities 

1.    Possession of excellent written communication skills, and experience in writing job descriptions and employment postings/advertisements.
2.    Possession of superior interpersonal skills and a high level of emotional intelligence.
3.    Ability to coach and counsel employees as needed, and maintain positive working relationships with individuals at all levels of the College.
4.    Ability to learn, use, and train others on a variety of software programs.
5.    Knowledge of employment interview techniques and HR law.
6.    Ability to remain calm and professional under pressure.
7.    Ability to work with limited supervision.
8.    Ability to interpret and ensure compliance with College policies, procedures and bargaining agreements.

Language Skills                               

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.  Ability to write reports, business correspondence, and procedure manuals.  Ability to effectively present information and respond to questions from administrators, board of trustees members, employees and/or students and the general public.

Mathematical Skills                             

Ability to add, subtracts, multiply, and divides in all units of measure, using whole numbers, common fractions, and decimals.  Compute rates, ratios and percentages and to draw and interpret bar graphs.

Reasoning Ability
                            

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
