Specific work hours to be agreed upon by the supervisor and employee prior to the onset of employment. 

Summary:  

The Employee Relations and Training Specialist fulfills two roles for the Human Resources Department. As the Employee Relations specialist, the person in this position performs a variety of duties to promote employee welfare and to evaluate and resolve personnel, human relations, and work-related problems that adversely affect morale, health, and productivity, and consults with management to determine appropriate action. As the Training Specialist, the person in this position develops, schedules, conducts, and/or procures technical, management, and interpersonal skills training to facilitate employee onboarding, improve employee performance, and promote employee retention.  

Essential Duties and Responsibilities: 

Employee Relations Duties:

  1. Ensure that employee behavioral complaints are handled effectively and determine the appropriate course of action including those where disciplinary action or legal consultation may be necessary.
  2. Provide advice and counsel to supervisory employees regarding personnel practices, treatment of staff, College policy, employment law, and terms/conditions of the Collective Bargaining Unit.
  3. Act as liaison between department managers and union representatives.
  4. Prepare newsletter and/or other reports to communicate information about employee concerns and comments and organizational actions taken.
  5. As employee-management liaison, facilitate communication between parties and help coordinate resolution.
  6. Assist the Behavioral Intervention Team and/or the Title IX Officer with investigations.
  7. Pursue professional development opportunities to stay informed of best practices in employee relations.
  8. Perform other employee relations-related duties as assigned. 

Training Duties:

  1. Work collaboratively with senior management to develop strategy and goals for a structured employee training program and prioritize employee training needs throughout the College.
  2. Develop, schedule, conduct, arrange and/or procure training for employees in accordance with the training program.
  3. Use the College Learning Management System and/or other technologies as appropriate to provide employee access to training materials.
  4. Perform other training-related duties as assigned. 

Supervisory Responsibilities:                                

Directly supervise full-time, regular part-time and other part-time employees assigned to the position. Carry out supervisory responsibilities in accordance with College policies, Collective Bargaining Agreements and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance, and taking corrective action with employees; addressing complaints and resolving problems. 

Qualifications:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Education and/or Experience: 

Required:

  1. Bachelor’s Degree required, preferably in Human Resource Management or related field.
  2. Minimum of two years employee relations, labor relations, or related Human Resources experience required.
  3. Minimum one year teaching or training experience required. 

Preferred:

  1. Master’s Degree in Human Relations or Human Resource Management.
  2. Bilingual Spanish/English.
  3. Community College experience.
  4. Experience working in a unionized environment.
  5. Human Resources certification (e.g. SHRM or HRCI)
  6. Knowledge of state and federal employment and labor laws. 

Other Skills and Abilities: 

  1. Excellent interpersonal skills.  Ability to work well with people.
  2. Ability to work with highly confidential information.
  3. Knowledge of various teaching/training modalities.
  4. Ability to develop and provide training using various technologies and methodologies.  

Computer Skills:

To perform this job successfully, an individual should have be proficient in the use of Microsoft Office (especially Outlook, Word, Excel, and PowerPoint) and Internet skills. Must be willing and able to learn new software to develop and provide employee training. 

Communication Skills:                                            

Ability to write reports, business correspondence, and procedure manuals.  Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.  

Reasoning Ability:                                                   

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. 

Mathematical Skills:

Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

While performing the duties of this job, the employee is regularly required to talk or hear. The employee is frequently required to stand, to sit and to reach with hands and arms. The employee is occasionally required to walk and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds.
