Summary:
Reading Area Community College seeks a collaborative, energetic, dedicated professional to serve as the Director of Career and Technical Education (CTE). With a vision for connecting high school and college students to industry, the successful candidate must have strong interpersonal and goal-setting skills and the ability to communicate across a range of constituencies. This individual will need a passion for career and technical education programs, excellent organizational skills, the ability to build relationships with a variety of stakeholders, and a strong desire and drive to execute and achieve. This is a 12-month staff position. The CTE Director reports to the Associate Provost and is a member of the Instructional Leadership Team. The successful candidate will meet regularly with county and regional K-12 CTE leaders and will partner with them on initiatives.
Identifies areas for growth and improvement within CTE by staying current with research and best practices in CTE and by continually evaluating internal practices and changes in the environment and student needs. Facilitates clear communication regarding the area with other College stakeholders. At the direction of the Associate Provost, leads the development and implementation of policies and procedures for CTE. Upholds and fosters standards for shared governance, assessment, collegiality, professionalism, confidentiality, and service. Advises and makes detailed presentations and recommendations to the Provost and other college constituents and community members on CTE issues.

- Promote and grow technical education.
Essential Duties and Responsibilities:
1. Work as a member of the Perkins funded Career and Technical Education team in assisting college administrators, division deans, and faculty/instructors in the implementation, support and marketing of CTE instructional programs. (College funded)
2. Work with K-12 partners to prepare students for a full range of post-secondary CTE options. (Perkins)
3. Plan and organize high school CTE recruitment opportunities and secure connections between college faculty and high school teachers. Advise high school and college counselors regarding opportunities in CTE pathways across the region. (Perkins)
4. Work as a partner with each college technical education faculty to effectively promote technical education programs to high school counselors and high school CTE pathways faculty. (Perkins)
5. Lead and support special career and technical education events. (Perkins)
6. In collaboration with the division deans, support faculty in providing concurrent enrollment and dual enrollment opportunities. Project and plan for CTE enrollment opportunities across all CTE areas. (Perkins)
7. Coordinate the development, implementation, and renewal of SOAR agreements and other CTE local articulations, including Technical and Teacher Academy agreements. (Perkins)
8. Serve as a member of the college’s Instructional Leadership Team, meeting regularly with the group and contributing to the technical education vision for the institution and region. (College)
9. In partnership with college and K-12 stakeholders, play a major role in articulating and coordinating school, community, industry, and higher education partnerships. (Perkins)
10. Revise and renew the Technical and Teacher Academy brochure on an annual basis to accurately depict current programs and pathways. (Perkins)
11. In strategic consultation with the deans and Associate Provost, support faculty in developing new CTE programs. (College)
12. Collect and organize data for analysis and reporting. (College)
13. Provide support to faculty by helping facilitate training opportunities. (College)
14. Write and manage grants for federal Perkins CTE formula funding. Manage student enrollment, completion, and placement data for Perkins reporting. Monitor program compliance with established guidelines, policies, and objectives. Submit the Perkins Local Plan Application and the Annual Performance Report. (College)
15. Coordinate state approval of programs utilizing the CATS and PA Track systems. Responsible to complete annual updates. (College)
16. Coordinate effective program of study and development of articulation agreements for each CTE program by expanding and improving existing relationships with secondary and post-secondary teaching and administrative staff. (Perkins)
17. Initiate professional development opportunities for local CTE centers and college faculty to meet, review, and assess curricula. Provide leadership to create meaningful pathways to certificate and associate degree programs at the college. (College)
18. Prioritize program needs for supplies and equipment based on long-range plans for program development and expansion. Assist the Associate Provost in funding and purchasing program equipment. (College)
19. Complete and submit electronic logs of all time and effort. (Perkins)
20. Attend meetings and professional development related to career and technical education. Maintain professional competence through in-service education activities required by the college and state as well as self-selected professional growth activities. (College)
Supervisory Responsibilities (College Funded):
Directly supervise full-time, regular part-time and other part-time employees assigned to the position. Carry out supervisory responsibilities in accordance with College policies, Collective Bargaining Agreements and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance, and taking corrective action with employees; addressing complaints and resolving problems.

Education and/or Experience:
Required:
- Master’s degree in Higher Education Administration, Educational Leadership, Educational Administration, or related field relevant to career and technical education.
- Three (3) years designing, managing, or implementing career and technical education programs and/or projects.
Preferred:
- Doctorate from an accredited college or university in Higher Education Administration, Educational Leadership, Educational Administration, or related field relevant to career and technical education.
- Curriculum development experience.
- Two (2) years of experience working at a community college.
- Two (2) years of experience working with students from Perkins V target populations.
- Bilingual; English/Spanish

• Knowledge of the Community College and Higher Education system.
Computer Skills:
To perform this job successfully, an individual should be proficient in the use of Microsoft Office (especially Word, Excel, and PowerPoint) and Internet skills. Knowledge of Ellucian Colleague or other administrative software a plus.

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write content, reports, business correspondence, and procedure manuals. Excellent grammar, punctuation and spelling skills. Ability to effectively present information and respond to questions from groups of students, instructors, college officials, officials of business and industry and the general public.
Reasoning Ability:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Mathematical Skills:
Ability to calculate figures and amounts such as gross/ net margins, discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of technical math and basic algebra.
