Working Hours:
Working hours for this position consist of a 7.5 hour period exclusive of a 1/2 or 1 hour lunch. Specific work hours to be agreed upon by the supervisor and employee prior to the onset of employment.
Summary:
The goal of the PERKINS V Grant Program is to increase attainment of degrees, certificates, and other industry-recognized credentials and better prepare targeted populations, as identified in the Perkins V guidelines, and other beneficiaries, for high-wage, high-skill employment.
The Director of Career Services/Perkins V Grant Coordinator provides administrative oversight of the Career Services and coordination of all grant activities for PDE approved CTE programs. The Director will provide leadership in the implementation of the PA Department of Education’s (PDE) Bureau of Career and Technical Education (BCTE) grant guidelines with the goal of student success and continuous improvement of RACC’s CTE programs and CTE secondary partnerships. The Director will manage the Career Services office staff (RACC funded 50%) and coordinate, develop, and execute career activities and oversee secondary-to-post secondary partnerships, reports, and budget of RACC’s Perkins V local grant program. The position is contingent upon continued grant funding.
Perkins V Grant Coordinator (50% funded)
- Coordinate needs analysis, market surveys, graduate survey and other Perkins V related research to identify viable and sustainable secondary-to-postsecondary articulation agreements and majors to expand CTE pathways to RACC.
- Coordinate bi-annual comprehensive local needs assessment (CNLA) and quarterly stakeholder advisory meetings, including but not limited to sustaining an advisory committee of K12, college/universities, business organizations, faculty, students, and parents.
- Coordinate quarterly stakeholder meetings; listen to staff and stakeholders about needs that could be funded by Perkins and advocate/follow-through on if these needs were met and are working.
- Coordinate with the Academic Affairs division to provide professional development activities for faculty and promote PDE sponsored training.
- Coordinate professional development opportunities for local CTE centers and RACC faculty/Associate Deans to meet and review program task lists and assess curricula.
- Coordinate the development, implementation, and renewal of SOAR agreements and other CTE local articulation.
- Coordinate the implementation of a business engagement technology platform that will connect students to internships and employment opportunities and streamline the job search process.
- Coordinate with advising CTE students in meeting student learning outcomes pertaining to careers.
- Coordinate and direct regular meetings with representatives from other college offices to provide student support and implement effective programs, services and events.
- Coordinate CTE program approval through the CATS and PATrack systems and complete annual updates.
- Monitor the grant assurances to ensure compliance. Develop, write and implement the Perkins Local Plan and Annual Performance Report.
- Coordinate activities and events with regional trade associations, economic development agencies, business/industry, and community agencies to identify emerging skills, hiring trends, and opportunities for collaboration.
- Serve as the liaison to the Career Link Office and maintain a visible and active presence to connect students with community agencies. Attend One-Stop quarterly meetings.
Director of Career Services (50% RACC funded)
- Provide campus leadership and daily operational management of career services.
- Develop a comprehensive career development program that includes career exploration, experiential learning, job related skill development, and employment of students in the workforce.
- Serve as the main point of contact between the college and PDE’s BCTE.
- Plan and administer the program budget and expenditures. Consult with various internal college departments to develop budgets and grant proposals for annual renewals. Ensure budget complies with Perkins V requirements.
- Recruit, train, and supervise full and part-time Perkins V-funded Career Services through following Perkins V guidelines. Provide professional development opportunities for program staff to meet program area goals that contribute to the college’s strategic plan.
- Oversee the Career Coach who serves as the Career Link and community agency recruiter and advisor to underserved populations, students from foster care, and students experiencing homelessness.
- Monitor progress toward goals established for Career Services that is in conjunction with RACC’s Strategic Plan for retention and student success. Provide regular reports on progress made by the program.
- Attend professional development and promote Career Services and CTE education’s relevance by participating in national conferences and other opportunities related to serving low-income students, first-generation college students, and students with disabilities.
- Conduct periodic assessment of Career Services’ student learning outcomes and make recommendations for improvement. Submit end of semester reports and annual unit reports to document program changes and process improvements.
- Maintain knowledge of RACC’s policies and procedures related to graduation requirements, performance expectations, student records, conduct, financial aid, academic and career counseling, and other College practices.
- Performs other duties as assigned.

Qualifications:

Education and/or Experience:
Required:
- Master’s Degree or appropriate degree in recognized industry area.
- A minimum of three years of academic administrative experience or equivalent industry experience.
- Supervisory experience.
- Grant or large project management experience.
Preferred:
- Experience working in a community college or career and technical education setting.
- Experience working with or managing a Perkins grant.
- Bilingual English/Spanish strongly preferred.
Other Skills and Abilities:
- Excellent communication and public speaking skills
- Excellent interpersonal skills and ability to work well with people
- Excellent written communication skills especially in the areas of report writing and business correspondence
Computer Skills:
To perform this job successfully, an individual should be proficient in the use of Microsoft Office (especially Word, Excel, and PowerPoint) and Internet skills. Knowledge of Ellucian Colleague or other administrative software a plus.
Communication Skills:
Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
Reasoning Ability:
Ability to solve practical problems and deal with a variety of concrete variables in situations.
Mathematical Skills:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
